Doesn't alter anything with regard to SMS tones -- the available options have not changed.
There is an option where, if an SMS message comes in and you completely ignore it, the alert for it will get repeated up to two more times. I do not recall if that option was there previously.
Tethering is definitely done via the bluetooth network sharing

notes are now synced, but is not on by default. notes are found synced under mail.app for apple users, but if you NEVER use mail, you have to setup a fake mail account to get to them, afaik. lame. also, since it will sink mail.app account to the phone (handy i suppose), it'll sync the fake one, so make sure to check that off if it's a problem.
a few new menu items and icons changes and setup stuff. nothing mind blowing. not too many other surprises, and i've noted a number of the same things you did just earlier.
safari 4.0 is also out now for the desktops.

Note sync was on by default for me, but I use Mail.app almost exclusively, and already had some notes in it -- maybe that's the difference?
Safari 4.0 came out a while back, not today.

dunno about notes syncing. it's weird. they REALLY should unify the phone syncing (isync ;>) but i know, windows vs apples and users... they can control the api, so a dedicated ultra-sync does what you expect, and has a virtual phone interface if you want it for that true to life access via desktop.
encryption is new?
safari just pushed itself out to me the other day, so i mentioned it. didn't go out of my way to snag a alpha/beta or manual copy.
