Maybe the next time you go to the grocery store ask if there are any items she wants and get money for it. Or what I did last year when we shared common items is took turns buying it or tossed money in a jar for said items. We also kept a community grocery list running so whoever went to the store knew what we needed. For expensive items start marking your name on it and it might make her shy away from using it or at least asking first and you can mention that you would like to be asked first so that way you know and can plan accordingly. Basically the only way to fix it is to communicate and let her know there is a problem because she maynot realize it. Hope it gets better.

In my experience, having community groceries doesn't work so well, cuz one person always uses most or all of said item. I'd tell her that, if she really needs something (like a bit of margarine for toast or cooking), it is fine to use it once or twice. Otherwise, your things are yours and hers are hers. And definitely tell her how much it upsets you when she finishes your things without asking or even telling you that you will need to get more. Gotta love to hate roommates.
