But that was incompetent school housing, surely adults can handle it better... Have you talked to the apartment management / looked at the lease? There's often a noise clause that says if you get some number of complaints, it's cause for eviction. Plus, if you're being bothered by it, chances are there are others bothered by it, too.

Also, even when he's just walking around normally I can hear him. The floorboards are really squeaky and the walls are paper thin. I can hear everyone else around me too. I'm sure that others can't hear the squeaky floors because I'm right below him, but I heard someone go over and knock on his door last night to complain about the loud music.
Anyway, it's really the poor construction of the building that makes it impossible to live here.
