Is it mail fraud?

Someone bought diapers from me, returned them after getting them out of the package by writing on the package "return to sender". She decided that she didn't want them because they smelled musty (whatever, they don't smell at all).

That's mail fraud, right?

They got to the right address, she bought the diapers, got them and then changed her mind. Rather than paying to ship them back to wrote on there like it was the wrong address.

Oh, I get it now. She probably didn't think twice about it--if it's fraud, I doubt it was intentional.

No, not fraud. You can do that with book club items if you forget to say no to that month's selection.

Uh I don't think that delivering to the wrong address is the only reason people write "return to sender" I do it when I get formula samples or BS from the hospital in town. I don't want either.

USPS regulations only permit recipients to refuse mail that has been unopened, and even if it is unopened, it can't be used to return merchandise.

it's crappy of her, and likely technically fraud, but not something worth reporting or having investigated.

She will get hers.
