Awhile ago I made the workshop over spnroundtable, you can find it here, there are a few pretty useful links :)
I guess I know what you're problem is. Just let me know what the exact resolution you want on your video and I'll make a kind of tutorial with screen caps for you.
When you go to properties and you've decided on the type of video resolutions you want "HDV.." ; at the very bottom there is an unchecked box that says "start all new projects with these settings" -- click apply and then ok and all your new projects will be started with the settings you chose.
And as for vegas rendering it with that black border around it, I have no idea what's going wrong. Hmm.. Have you tried right clicking the actual clip, and under "maintain aspect ratio" unchecking it? That usually works for little black borders around the clip but the way it looks in your screencap makes it look huge. =/
