would the twiggy dress be a sm m or L? How much would the shipping be?

I wore this dress when I was a medium and at the time it was too small on top as I am top heavy. I would say it might be a little big on someone who regularly wears a small, but good for someone who's a bigger small or smaller med. The area of concern is the shoulders and chest. It doesn't have a tag saying a size. It would be $11 ppd.
