We're going to make
out of this and this.
Crop your first image to your liking.



Add your second image and crop it, too.



Then erase the most part of the image with a soft brush, to make the first layer visible again. Merge both layer. Now we have our actual base.



1. Duplicate your base twice. Set the first duplicate to Screen 100 % and sharpen it. For the second duplicate go to Filter -> Blur -> Gaussian Blur 1.0 px. Drag it to top and set it then to Linear Dodge 50 %.



2. Add a new layer. Fill it with #cccc99 and set it to Overlay 50 %.
3. Add a new layer. Fill it with #000066 and set it to Lighten 30 %.
4. Add another new layer and fill it with #b5d3ed. Set it to Color Burn 20 %.
5. Add another new layer. Fill this one with #000D53 and set to Overlay 50 %.



6. Layer > New Adjustment Layer > Brightness/Contrast. Then set Contrast to -5.



7. Layer > New Adjustment Layer > Hue/Saturation.

Master
Hue: 0
Saturation: +20
Lightness: +10



And you're done. Really simple. :)
