This is not satire, nor does it appear to be intentionally dystopic. These are the solutions to global warming and population that the think tanks, corporate planners, and globalists have in mind for our future.  Now would be a good time to wake up.  I don't know about you, I'd rather not live on crickets.  Yes, seriously.

I'm pretty sure that's satire. From 1:23 to 2:00 or so seems pretty unambiguous to me. Other parts just play to my bias that says those things are bad which makes me think it's satire because nobody in their right mind could be ok with that stuff right?

I am left not having any idea what this is actually intended by its producers to promote or warn us about.

Check out their website. They aren't kidding. Bank Of America as well as a large number of other megacorps are funding this.

I'm still pretty certain that there is another layer to their intent or that someone took an opportunity to inject a little bit of mockery into a project without his true-believer bosses noticing.
