From this to this using Photoshop CS (but easily translatable).

>>Start off with your base. Sharpen, crop, all that good stuff:


>> Duplicate the layer & set to Screen. Repeat this step until you're satisfied:


>> Add a new layer of dark blue (I used #09193D) and set to Exclusion:


>> Create a new layer & fill with a light blue (I used #8BBEE1) and set to Softlight:


>> Create a new layer and go SHIFT + CTRL + ALT + E. Set to Color Burn:


>> Create a new layer and fill with a tan-ish color (I used #A98859). Set it to Color Burn and set the opacity to anywhere between 40% and 60%:


>> Now, paste this (or, preferably, you can make your own with a soft, round brush) and position it where you'd like. Set to Lighten at 75% opacity:


This tutorial was meant to inspire. Please don't duplicate it exactly!
