He wasn't bothering to stay quiet. Why stay quiet when you haven't seen another soul for weeks? Years? How long had it been? In any case, he didn't expect to be bothered as he rooted through the rubble, looking for something - anything - in the mess.
At first glance he didn't look like much. A person of indistinguishable age crouched on the ground, fervently pushing junk out of the way. With his canvas hood pulled up over his head, there was no way to see his face unless you could catch his attention.
