The Dysk has never had, or needed, much in the way of Official Rules, but we do have one or two, particularly this one, from the FAQ:

As to the inactive question: I, personally, would say that if no notice is given, quite a few months to a year (if the character isn't particularly vital to plot). Unless the RPer has given specific notice that they'll be taking an extended break and intend to come back. Although, if the character is one that is particularly needed (i.e., their absence presents a problem, though I can't think of any examples of this at the moment), the time might be shorter. Er.
If we don't know the RPer... it's trickier. I suppose if they've not posted for an huge amount of time without any notice, they would be considered inactive. I feel that, in that case, of someone else came along who really would like to play the character, they should be allowed to do so, although perhaps notice could be posted on the main comm first? Just in case the person checks it still?
Just my two cents. I apologize if they weren't all that... clear.

I think it would be awesome to get some of these dead characters alive again, but on the other hand, people feel sort of possessive of RP characters. I think that, since there are so many characters in the Discworld, we shouldn't take over other characters without permission. On the other hand, I think we should definitely make character requests known to the current RPer in any way possible.

If I knew I couldn't play Susan anymore, I'd definately let you all know. But otherwise... I'd just be either brain-dead, or very busy. I wouldn't be offended if someone asked me while I was in this 'Musicals are Eating my Free Time' period... but I'd have to decline. Once I finish with my work, it's back to Susan for me.
