So this idea was tossed around a while ago, and I was kind of waiting for someone who was going to be a big part of it to get back to me, when they did they said they're not feeling it right now (fair enough, no big deal) but i kind of still want to do it

I am into that idea. My problem is that the shows down here in South Florida are close to non-existent. But I "give a shit" and I would love to help out!

i think this is an awesome idea. while i'm not active in any 'scenes' these day, i remember a time when i was. at 16 living with my parents, i anxiously awaited that mutant pop catalog in my mailbox each month or however often it was. and if it werent for that, i wouldnt have randomly chose $3 7 inches with hopes of finding anything i could grasp onto. whether it be the band itself, or some other band or label that was thanked in the sleeve.

mixed tapes from boys in iowa are how i gained a lot of knowledge as well.

This sort of sounds like a "Shut Up and Do It Vol. 2" type of deal. I don't know if you heard "Shut Up and Do It Vol. 1," but it's awesome. I don't know who was responsible for compiling that but it introduced me to a ton of bands I've been too lazy, poor, and un-resourceful to actually investigate for myself.
