I don't know what law is like in your part of the world, but where I am, no, they can't just "wash their hands of it", and they're liable for any damage to YOUR property, as it's an ongoing problem that they knew about and have done nothing to fix.
Could you get your insurance company involved? If they insist on dragging get advice from them to see what to do just so you know you're a-ok. If you already are - put dog/cat shit in an envelope and put it on their post box. Wank jobs.

It sounds like a legal mess, and I don't know who must do what. However, your insurers should know. I'd contact both your contents and rebuilding insurers. They should point you in the right direction. You might alos try Shelter's helpline; they are an invaluable source of information for tenants in trouble.
Talk to your insurance company. They'll be the ones footing the bill if it doesn't get sorted out, so will have some sort of legal department that can offer advice. Legal advice is normally included in contents insurance as well, so you could ring them too and see what they say.
