I am currently sitting in a hotel room in Newton Kansas with Sharon (Lee's mother) and some of the dogs that are being shown this weekend.  She showed Wynton yesterday for the first time and... well.... one of his testicles, which were both there on Monday, is hiding and he was disqualified.  So..... not sure if he'll show the rest of the weekend.

Nope. The dog needs to be "intact" for breeding purposes. You see, the real money to be made in showing dogs that are the best examples of "the breed standard" is to then breed and sell the pedigree puppies afterwards.
Let's say Wynton becomes a "champion" dog. That means that other breeds of toy poodles who like his form and temperment would pay us say $200-500 to breed him to their bitches (female dogs). If he went on to get his "Grand champion" status or higher.... the price for stud fees goes up.
So, I kind of get it. At the same time though... I really don't care if he does or not. He's my pet. I love him anyways.
So yes.... they have to have both testicles in the scrotal sack in order to be considered for points towards championship.
