YES! she would get legs, but when she got wet in the tub she turned into a mermaid! Am I thinking of the right one?

YEs, that's the one. ANd her name was a series of squeaks and dolphin sounds, so she chose her human name, by looking up at the NYC street sign, "Madison" Ave.
