Pad Belt (made from an old bra)

Please don't take this as a smart-ass question, but what is a pad holder for if we already have underwear that looks just like it? Does the holder actually attatch to the pad, whereas you'd have to pin a pad to your underwear, or does it just hold the pad closer to your body. Is this for women who don't want to use winged pads?

Not all women (even in our "modern" society) wear tight fitting underpants, like briefs, that you could snap a pad into... some women wear mens boxer shorts or more old fashioned style "bloomers" - so that they have a loose fitting garment for modesty sake, but not tight fitting like underpants... some wear no underpants at all.

So some women change to tight fitting underpants while they have their period, but some prefer to wear belted pads so they can still wear their normal underwear.

Also, some women find for nighttime a belted pad or holder keeps the pad in place more effectively than a pad in underwear does.

And it's not common for women in developing countries to wear underpants at all... so when people send out cloth pads to places like Africa, they have to include underpants, or send belted pads.
