For a Mad Hatter theme what about doing paper maiche top hats as centerpieces? With or without flowers that would be very cool.
You can do a lot of the food yourselves, particularly if it will be an actual tea party style menu. Scones can be made, formed and frozen and then baked the day of. Banana bread freezes well also. Different flavored cream cheeses and such can be made a couple days before and if made properly (using day old bread with a thin smear of softened butter on both pieces) tea sandwiches can be made the night before.
