I think Brittany is one of those characters like Andrew in BTVS: a character that some of the writers fell in love with who really is pretty one-note.

And have you been reading the Onion TV club reviews of "Glee"? The reviewer has a theory about the three creators of the show accounting for the wild shifts in tone which makes a lot of sense.
