Why are elected and appointed members of government going to resign because people aren't working?
Politicians require public support and they know it. If enough of their constituents are willing to jeopardize their livelihoods (if they even have such) to make it plain they do not support the politicians as a group, they'll transmogrify themselves to win back that support. Eventually the infrastructure they depend on breaks down if they are determined to resist.
Why is that even necessary?
Some component of the population will attempt a violent revolution if they become convinced it is the only way to obtain what they believe the government is preventing them from obtaining. That group will rapidly grow as government actions and reactions precipitate the drawing of that conclusion by others. Having the government dissolve itself is the only approach certain to be sufficient to avoid this outcome.

Firstly, having the government dissolve itself is just as likely to cause massive chaos as it is to not cause massive chaos- chaos which would result in the same thing you're suggesting is going to happen without the government being restructured to begin with
