For all you know, that hare had just stolen the fox's wallet. That fox probably had a litter of six fox cubs to feed. What was it supposed to do? Go on welfare? Or set a good example to its cubs that you have to go out and earn a living?
I think your starfleet non-intervention policy was well-advised.
