Perhaps because there are umpteen revenue sources and sinks, including charitable donations, theft, etc. that the number of people whose taxes the IRS is in a position to estimate accurately is vanishingly small.

I also imagine that if they did send out such a postcard (or worse, a letter listing income, taxes paid, capital gains and losses, etc.) that the ensuing cry of "Big Brother" would shatter windows.

Or perhaps they're a gigantic hidebound bureaucracy that still thinks floppies are a pretty neat technology.

I remember the document they wrote up for contractors they were going to hire to prevent a Y2K meltdown, and being very depressed. The image I got was of layer upon layer of half-completed renovation and upgrades, with more backward-compatibility shims than Emacs has hooks.
