I think even better than suing would be to remind the people who turned that ambulance away (and the bureaucracy that made those rules) that they are responsible for these deaths - and to remind them every day for the rest of their lives.
I don't think suing would do anything to prevent something like this happening in the future. Really they should work to get the hospital to change its policies. Suing will just cause the hospitals to charge more to make up for the insurance they have to pay against people suing them.
I think suing has two good reasons. One is that it will penalize the hospital in some. Another is that it will get publicity that will force others to get involved and Advocacy groups to help change the policy. I do not think that the hospital will change unless under threat of losing millions.
