The Evangelist wants to put on a spectacle to herself of being a good person, but doesn't have the follow-through. (I saw that a lot when volunteering at a food pantry, with self-righteous church ladies treading the poor like total dirt while patting themselves on the back. Little disgusts me more.) The brother seems to actually be willing to do what it takes to live up to his professed values.

Just throwing that in, because I think the difference is not just a matter of moral accountablity--but also of personal integrity.

Yes and no.

The IBEW brother certainly has personal integrity - shown by his willingness and follow through during the meeting. On the other hand, he expects for the IBEW to hold itself to higher stanrds - thus the use of "we". As it stands with adoption, it should also be more than just "putting a roof over a poor child's head". The woman may or may not have integrity but the concept of adoption should be held to a higher standard. She cannot believe herself to merely be one person taking a child as her own. She must understand she is part of thousands of women and men adopting children to help in giving them better lives. The fact that she does not hold adoption to such a high standard allows for her own failures - lack of personal integrity - to take over. That is why I believe there needs to be accountability - something beyond "one" person.
