Yes. The record doesn't differentiate between voting absentee and voting in person; voting is voting.

I make this point all the time, especially when a constituent of mine kept emailing me about certain local issues, but had never bothered to vote in a local election.

If you actually vote in the election, then at least there's the semblance of the possibility that maybe you voted for me...
