Clearly this was a public relations gambit, since there are already existing channels to ship civilian supplies via the EC or the UN. It's also clear the whole thing was set up as a lose-lose for Israel: they couldn't risk to allow the ship to go through since it would easily allow weapons to be shipped to Hamas without inspection. And they couldn't seize the ship without looking like assholes.
