[The Doctor chuckles. Yes, he was confident. One had to be if he wanted to become a dictator. In practice, he had the power to conquer the town as a whole, but that would be dependent on all individuals (or at least the more powerful ones) falling into total irrationality. It was worth an attempt.]
Of course! That zombie epidemic was just a test run to see whether my powers have fully returned. That army I've been able to gather up shows that it was a success. And if conditions are right, it would be effortless for me to enslave this entire town just the same with barely any effort.
