I'm rather excited. This is the very first time I have the liberty to perform executions.
[Whether or not the town disagreed with the Doctor, the man would have experimented on the new drones anyway. A tyrant needs little permission from the populace and he believes that he has enough power to retain his title regardless of dissenters. The Doctor is simply doing as he pleased and the fact that he had an excuse to do so was all the more convenient.]
