I don't get it, what is a "bait car"? Also, what do you mean by" bad cop"? On the take, or gets off on violence/power, or lazy, or something else?

"Bait cars" are vehicles left out with keys in the ignition, to tempt car thieves. They frequently have remote-control engine shutoffs and door locks.

@Doctorogenki is saying that those who openly carry firearms are, in similar wise, bait for authority-abusing cops.
