I have a mental heirarchy of productions. To me it is all canon unless it contradicts something with a higher priority.
1. TV episodes including cartoons such as The Infinite Quest and vids such as prequels, Pond Life, and Time Crash
2. Scenes deleted for time/length
3. Audio plays such as Big Finish or the Torchwood plays
4. Comic Books
5. Novels and short stories
6. Extra Media, such as the fake websites (UNIT site, Torchwood site, Clives website the Mickey took over, Martha's MySpace, etc.)
Where I tend to get inconsistent is "author intent". For example, we all know that RTD shipped Ten/Rose, but this was never explicit in the show. I have never liked/cared for/understood that ship so I Happily ignore his intent and chant "not canon." However, I stand firmly behind his intent when I insist that the Woman in White is the Doctor's mother, because the idea pleases me. Yes, I'm a hypocrite.

Then so we are all, because we all pick and choose what we like and form our own version of canon. I extend actors' intent to what I consider Canon, but I'm dodgy about things Davies says that I don't agree with, but in my personal canon the Woman in White is Susan, because I consider Lungbarrow canon, therefore Time Lords amd time Tots don't have mothers. :)
Ahhh, Innocet is as close to a mother as the Doctor and his cousins had--so that works for me. She finally got a hair cut :) The one with the Tattoos and visions must have been the last descendant of the Pythia.
I read the comics, novels, listen to Big Finish, watch extras, and read fanfic. With the exception of fanfic (and really *good* fanfic can surpass even that exception) I consider it all canon. Well, technically, I don't believe canon exists for Doctor Who. Canon is usually (not always) used to fuel nerdrage and serve as ammunition in fights whereby really good stories are discounted in favor of someone getting bragging rights to say what "really" happened. Since people like Paul Cornell, Steven Moffat, and R. T. Davies have argued so very eloquently against canon in the Whoniverse, I'm siding with them.
