All that money and PayPal only lets you get 400 out at a time. Gah. Time to see if Jacobs can take debit cards.

See if you can transfer it to a bank account, from which you can write a check? That's different from a withdrawal at an ATM.

Agreed. They'll jump all over it, especially if this whole management company/people who own the place own a lot of places and they start finding people this has happened to. BBB or google their name plus scams?
