Setting:
The setting for Marvel Ultimates is identical to Earth in the early 2000’s with a few notable exceptions, most of which stemming from the existence of mutants, super soldiers and magic.
MUTANTS
The first of which is that there are mutants. Mutants, as characterized in the Marvel universe are individuals who possess a genetic trait called the X-gene. With this gene, they are capable of developing superhuman powers and abilities, and are classified as subspecies Homo sapiens superior.
Mutants are not widely accepted by humankind. Despite the fact that many have powers that could be useful the people of Earth, and are wielded by people who would be willing to do so, the sudden presence of mutants in the late 20th century prompted a great deal of anxiety and paranoia in humans. Of course, it isn’t simply that these people have powers, but more the fact that they appeared indiscriminately. Power fell into the hands of not just good people, but those who would see nothing wrong with using them for person gain or against the general populace to get what they want. As a result many humans are prejudiced against mutants, some to a point of actual violence, regardless of whether or not there is any actual provocation to prompt an attack in the first place.
Mutants themselves may find themselves in one of a few situations. Many try to hide what they are so they can live normal lives without worry of unfounded persecution from humans, or of being drafted by the government and similar organizations. Those who cannot hide risk being killed in a hate crime, experimented on if captured, or forced to ally themselves with one group or another that might offer them protection.
THE BROTHERHOOD OF MUTANTS
There are others, however, who prefer not only to live as mutants publicly, but go to great lengths to prove that they are superior to humans. The most prominent of groups with this attitude is Magneto’s Brotherhood of Mutants, a terrorist organization given to showing by example that mutants are a people to be feared and respected. To the Brotherhood, humans are nothing better than cattle who should know their place as lesser beings and behave as such. This belief, put forth by Magneto himself as a dream to be actualized, is widely adopted by members of the Brotherhood, including his children, Wanda and Pietro.
Of course, this doesn’t mean that being a mutant means instant hugs and warm fuzzies among everyone in the community. In the Brotherhood in particular mutants may be better than humans, but not all mutants are equal and it is Magneto who often judges where everyone ranks below him. Much of it comes down to what abilities a mutant has and how willing they are to use them on his behalf. This means, that while Wanda’s terrifyingly powerful ability to bend reality was welcome, as was her complete obedience, Pietro’s super speed was not enough to earn his father’s respect, even though his loyalty had been unquestioning.
CHARLES XAVIER AND THE X-MEN
The Brotherhood is not the only organization out there, however, that includes mutants who wish to live without hiding their abilities. Charles Xavier, a mutant with a great deal of psychic power, created a school and safe-haven for mutants. The organization promotes tolerance and understanding between mutants and humans, and Xavier’s team, the X-Men, takes measures to protect both humans and mutants alike throughout many of the more dangerous conflicts.
Wanda and Pietro actually have a close relationship with Charles, enough to call him Uncle, however they don’t agree with his pacifist stance which is ultimately why they refrain from joining him and the other X-Men.
S.H.I.E.L.D. AND THE ULTIMATES
Of course, the American government doesn’t sit idly by while so much happens in the world. The truth of the matter is that S.H.I.E.L.D. (Strategic Hazard Intervention Espionage Logistics Directorate) was in part responsible for sanctioning the programs that brought about both mutants and super soldiers in the world. They started the Weapon X program, which produced Magneto, which then resulted in both Wanda and Pietro being born mutants as well.
While the many attempts to genetically engineer stronger, faster, and more powerful humans did not always work out well, in the case of the Green Goblin or the Hulk, the projects did have some major successes. Some of them, such as Steve Rogers, as well as Hank Pym, went on to become part of a S.H.I.E.L.D. sponsored group, the Ultimates. The purpose of the Ultimates was to protect America, and even the world, from all heavy threats, both terrestrial and extraterrestrial in origin. This means that they would be called in not only to handle more issues more politically associated, such as the imminent launch of missiles from the Middle East, but also more supernatural emergencies like battling strange monsters and armies summoned by Loki in his attempt to take over Earth.
WANDA
And in the middle of all three of these groups, closer to some more than others, is Wanda. Daughter of Magneto. Pseudo-niece of Charles Xavier. Member of S.H.I.E.L.D.’s team of super heroes, the Ultimates. The Scarlet Witch.
Her experiences were somewhat different than the average, as far as being a mutant went. Wanda never really had a choice in her allegiances at the start. After all, she was raised by her father, and he was the leader of the Brotherhood of Mutants. The dynamic of their father-daughter relationship was entirely entwined in the goals of his organization. Bonding involved attempting to curry his favor by becoming a tool, a means to his ends. She believed entirely in quest for world domination, and never questioned any of his commands to burn, fight, kill! Why wouldn’t she ally herself with her father when he was one of the most important, central people in her life? Her service in the Brotherhood shaped her into a more aloof, haughty young woman whose sense of empathy for others, humans especially, left much to be desired. Her service to the Brotherhood continued, even after Pietro’s betrayal of Magneto led to his defeat.
When both she and Pietro were eventually forced to flee the Brotherhood, in an attempt to escape the vengeance of their newly-restored father, they went to S.H.I.E.L.D. headquarters to make a deal with its leader, Nick Fury. They made a deal, offering intelligence and their services in exchange for protection from the Brotherhood and prosecution from the American government. S.H.I.E.L.D. was unable to protect them from Magneto, and Wanda was forced to watch as her father shot out Pietro’s kneecaps, but the twins did remain in the service of S.H.I.E.L.D.
For a trial period, their assistance was in a secret, off-the-books capacity only. This continued even after they began to assist the Ultimates, as Nick Fury had to concern himself not just with whether or not they, former mutant terrorists, could be trusted, but also their preventing their reputation from tarnishing the public image of the organization. Eventually, both Wanda and Pietro were able to not only prove themselves trustworthy, but be introduced publicly as members of the Ultimates.
As a result, Wanda’s life is a great deal different from how it started. No longer a mutant terrorist, she serves the American citizens by using her reality-bending powers alongside her brother and the other members of their team. Her change in allegiance gives her far more personal freedom. She is able to live a more normal life among the human and mutant population without fear of arrest for her past crimes. Mundane activities such as grocery shopping, going to the movie theater, or vacationing in Europe are all within the realm of possibility. With each battle she fights with the Ultimates, she gains that much more trust of not just S.H.I.E.L.D. but the nation itself, which allows her more and more to come into her own as the Scarlet Witch, not simply Magneto’s daughter.
Personality:
While it’s accurate to say that Wanda is a mutant physically, the label is something that she deeply identifies with as a person and being a mutant gives her a great sense of pride. She was raised to believe that by carrying the mutant gene she was superior to humans, and that her gift in particular was greater than that of most other mutants.
When it comes to her mutant ability, Wanda has a great deal of confidence. She was raised by her father and deeply wished to please him. His good opinion was not easily gained, not even by someone who was his own flesh and blood child. Constantly seeking his approval, Wanda honed her skills and practiced controlling her gifts. As a result of her hard work in the field, she is able to calculate equations of probability as if it were second-nature, assess situations and react quickly, and all while in situations of high-pressure. Even during times of emotional distress, Wanda is capable of putting her feelings aside to successfully manipulate reality with her hexes.
Of course, she isn't completely without moments of uncertainty and panic, but this only occurs in situations in which she’s asked to do something a great deal more complex or in the middle of a high-pressure situation. In Ultimates second story arc, Wanda is asked to stop several missiles from launching from the Middle East. In such a high-pressure situation with so much at stake and so many things that could go wrong, she stated aloud that she was freaking out and wasn’t sure she could complete her task without mistakes.
Wanda’s working relationship with the Ultimates has become stronger than that with the Brotherhood, and she responds well to Tony’s encouragement during a rare moment of uncertainty, as well as Nick Fury’s direction in the field. She communicates well, clearly and succinctly, even when her concern is divided between the battle at hand and instances in which Pietro has been seriously hurt. It’s with the Ultimates that Wanda is shown acting as an actual team member, capable not just of leading but taking orders from and working with those who are not family and not even mutants.
When off-duty, Wanda is not someone who talks just to feel included. She has no problem with giving her input or an opinion, however this is provided that Pietro doesn’t speak up first, and that what he says does not cover points she would have made herself. The siblings are at times of the same opinion and Wanda has no issues letting him speak for them both during those times.
As a great deal of her formative years were spent being raised by her father, Magneto, Wanda was influenced a great deal by his ideals and opinions. At one point she subscribed to her father’s beliefs in mutant superiority so completely that she regarded humans as nothing better than cattle, and had no issues calling them such aloud. Not only that, but as someone in her father’s inner circle during her years in the Brotherhood, Wanda also developed a sense of superiority to most mutants.
Their downfall took Wanda and Pietro out of their mutant-bubble and forced her to reevaluate the world in a new light. In different circumstances than what she’s used to, and forced to find a new niche for herself, Wanda learned to relax her beliefs enough to open her mind to the fact that perhaps some people could be judged as themselves and less by their genes. As a result, she’s connects with members of the Ultimates who are not mutants in a way she wouldn’t have earlier in her life. Wanda joins Natasha when shopping for her wedding dress, and during a later Christmas even goes so far as to suggest that she and Pietro get gifts for the rest of the Ultimates.
With those she develops more than a passing acquaintance with, Wanda’s personality can shift a great deal. Where once she might have been withdrawn and quiet, she might become more coy and outgoing. In a few instances Wanda has been shown to be exceedingly friendly with those who catch her interest, and her preferences have been somewhat varied.
Still, these new connections do not come easily. Having believed herself to be superior to most everyone for a great deal of her life, she can be more aloof and slow to warm up to others. After all, not only is she a mutant with amazing powers, but also well-educated, clever, and fairly cultured as well. Some of her aloofness can be considered a defense mechanism, as most of the world regards she and her brother in poor light, having not only been a part of their father’s terrorist organization, but also having lead it themselves for a time.
Having gotten close to someone doesn't mean that she's not above manipulating them if it would be for the greater good. In one instance, the Ultimates were pitted against Thor and their only hope of winning was for Pietro to get close enough to steal Thor’s belt. After many failed attempts that left him battered and injured, Wanda played on his protective nature and quick temper to goad him into to one more attempt by telling him that Thor had hurt her and almost broken her nose. Even with the very close relationship she and Pietro enjoy, Wanda sees nothing wrong with playing on her brother's own personality traits and attitudes to effect the reaction she desires. One way or another, if she wants something to happen she will use whatever tool that is at hand to make it happen.
Wanda isn’t without empathy of course, or softer emotions, but it’s rare that she bestows them on anyone. Of all of the people in her life, Pietro is one of the few that sees Wanda as herself. When they’re just with each other, she’s more open and light-hearted. She’s more given to teasing him and being more outwardly affectionate, as well as relying on him emotionally. Their relationship is very codependent but the dynamic has never been hobbling. While Wanda is extremely attached to Pietro, she is still capable of functioning on her own.
It’s a great deal more different from the way Wanda is around their father. While Magneto is someone that had always impressed her and someone that she wanted the approval of, the emotion that comes to the surface first is not that of affection but fear. In all of the world, there is no one who is capable of terrifying her quite like her father. Considering this is the man who felt nothing about ripping the pacemaker out of a man’s chest and dropping it into her hands while telling her to clean up the mess, and worse, the man who punished her by making her stand by and watch him shoot out her brother’s knees, her fear is well-founded.
In a nutshell, Wanda is a clever and quick-thinking mutant with a great deal of pride in her heritage. While she might be slow to open up to others and finds few as worthy company, she is capable of a great deal of loyalty to those who earn her respect. She can be at times be ruled more by her own whims and personal desires than a sense of duty, but ultimately is unafraid to step up with the rest of the team to do her part to help the Ultimates.
Abilities, Weaknesses, and Power Limitation Suggestions:
REALITY BENDING: As a mutant, Wanda has the ability to alter reality through use of hexes which often take the form of "hex orbs" or "hex bolts." These hexes can alter the probability of something happening, not happening, or changing in other ways, including but not limited to transportation, transformation, etc.
Unlike other versions of the Scarlet Witch, Wanda must actually calculate the mathematical probability of what she whats to change. The more unlikely it is to happen naturally, the more complex the mathematical formula must be. Wanda is not only intelligent and knowledgeable of the various formulas needed to calculate the probabilities she uses, but able to do her calculations and utilize her hexes rapidly.
Some examples of changes Wanda has previously effected have included the disabling nuclear missiles before reaching the end of their launch sequence, as well as increasing the probability of Thor arriving to assist the Ultimates just as Loki stated his intentions to involve himself personally.
SUGGESTED NERFING: Wanda has been shown to change reality with her hex-orbs in situations and on things that are there in front of her. It has been suggested that she is able to transport items to any location, however I believe this would be more difficult and likely limited to places that she has been or at least can actually visualize.
I would like to limit her ability to bend reality to affect things only within her line of sight, and things at a distance or out of sight at a very, very limited success rate. In general, my personal preference would be to limit her success rate with all difficult and complex attempts. As a result, Wanda may not always be able to effect the change she desires, resulting in unexpected changes at times, or at others, complete failure.
MAGIC: In addition to her mutant ability to manipulate probabilities, Wanda also inherited magical abilities from her mother, the Witch of Wundagore. It is with this power that she was able to summon dinosaurs to the defense of she and her brother against Wolverine. Wanda is not shown to make use of this magic at any other time, and when she summoned dinosaurs it was at a younger age and with less control over this power. As a result, it is my belief that with time she has at the very least gained enough control over her magical ability that these unintentional summonings do not occur.
SUGGESTED NERFING: Little is known about the exact nature and use of her magical abilities beyond the fact that at a time of extreme stress and panic, she summoned dinosaurs as a defensive measure. It’s unknown if it at all affects her ability to bend reality, what school of magic it might be best likened to, or what other things she might be able to do with it.
For that reason it is unlikely I would utilize the magical aspect of her abilities unless for some reason, and only with mod approval and further nerfing on request, she summons dinosaurs again.
FLYING/TELEPORTING: In addition to being able to manipulate reality through the altering of probabilities, Wanda is also capable of flying and teleporting while using her powers. It is unknown if this is a side-effect of using her reality-bending abilities, or something she gained through her magical abilities.
SUGGESTED NERFING: As for her ability to fly and teleport, this ability seems to be activated only while using her powers. If in use, I could easily see it taking more of her energy or at the very least splitting her focus. As a result, her ability to employ her powers could be hampered, or she simply might exhaust her energy more quickly.
KNOWN WEAKNESSES: Her ability to bend reality, use magic, and fly are the only abilities she has that are out of the ordinary. Wanda's body is entirely human and subject to the same weaknesses and vulnerabilities of anyone else. She can be hurt with regular bullets and blades, break bones, get burned, bruised, and hurt in all of the same ways a regular human being can. The only difference is that if she can see it coming, there is the possibility that she can quickly calculate and bend reality to avoid injury.
NOTE: Of course, regardless of what her abilities allow her to do, or of any limitations she’ll be coping with, any use of powers that could potentially affect other players and their characters will be run by them for approval before implemented. Furthermore, any use of power that could potentially affect the game on a larger scale will be cleared with the mods in advance.
Inventory: The outfit she was wearing in battle in Washington D.C. and an ear-piece used to communicate with other team members.
Appearance: Wanda is about 5'8", though at times she wears heels and may appear taller. She has long, dark hair, medium-brown colored eyes, and a (generically) pretty face (like just about female superhero in Marvel-verse.) She also has a toned, curvy build that she has no qualms about showing off.
Age: As it's never stated and Wanda is Pietro’s twin, she would also be in the 21-24 age range.

There were an infinite amount of possibilities for any given situation. These possibilities stemmed from, but were not limited to, actions taken, observations, quirks of nature, and from each of these causes spun countless effects and chain reactions. A single variable could be at the center of thousands of possible changes. Of these changes, only one would come to pass.
Change was inevitable, and while many people found it hard to cope with it in life, Wanda was well versed in nudging it in the direction she wanted it to go. She rolled with the punches when she had to and more than held her own in a battle.
Of course, her terrifyingly powerful abilities weren’t being put to a strenuous test at the moment. She tapped her fingertips on her lips as she studied the Christmas tree in front of her. It moved and wobbled an alarming amount, shedding pine needles on the carpet as Clint set it in base.
Steve had been sent to drum up some good press at the local orphanage. He’d shown up there with a twelve-foot tall Christmas tree to replace the scrawny one that they had splurged on with their meager budget. The media had loved it, and Steve had decided to bring the rejected tree back to Tony’s place to inspire some Christmas cheer among the rest of the Ultimates.
The tree itself was unfortunately rather short, patchy, and more closely resembled something from a Charlie Brown Christmas special with the few broken branches it sported. This tree was a simple but easy to understand example of how quirks of nature and circumstances could affect a single organism. In the tree’s case, it’s current state could be attributed to the quality of the soil from which it grew, whether potential nourishment had been leeched away by other trees crowding it, and the manner in which it was handled when chopped down and transported to the lot which the orphanage’s overseer had gone looking for a cheap deal.
While both she and Pietro still maintained a bit of aloofness among the rest of their team, the holiday spirit some of the members displayed was infectious. Wanda was already in good spirits from the Winter weather, which reminded her of home in the Balkans, and by extension, her mother. The tree and its faint, familiar scent only improved her mood further.
Calculating probabilities to cause a change in a cut tree was simpler than disarming two dozen or more missiles. It took her little effort to find the correct equation to turn the scrawny, damaged tree into something greater than it had been. She fired off a hex, and in a flash of violet light the tree’s branches were reset unbroken. The tree became taller, fuller, and while it had smelled faintly before, now it was fresh and fragrant, as if it had never been chopped down in the first place.
Clint had jumped out from under the tree at the flashing light of her hex, but as he looked at the tree, a small smile spread on his face.
"That looks great, Wanda," Janet said from across the room, having paused during her attempt to sort through the ornaments.
"Thank you," Wanda replied, glancing over to see what exactly had been brought over to decorate the tree. "It still needs something more..." After all, there was nothing on the tree; the lights and ornaments were all still being sorted. Wanda could see Tony fussing and swearing at a jumbled mass of wires with tiny lights over by the fire. She looked back to the tree, carefully examining it from top to bottom until...
"Pietro?" she said, gaze fixed on the base of the tree. "I think the floor skirt we have at home would be nice, don’t you?" Christmas was one of the holidays that Wanda had acquired decorations for, and the crimson velvet tree skirt with the silver trim was one of her favorites.
If her brother had any issue with bringing one of their personal items to join the ornaments Jan had brought or Tony’s tangled mess of string lights, he didn’t say. Wanda expected he didn’t, as her brother had never hesitated to make his opinions known if he wanted, and it was more likely that he knew that this would please her. She took care not to take too much advantage of the fact that he’d do a great deal to keep her happy. Pietro gave her a brief nod of acknowledgement with a hint of a smile as he squeezed her hand once before running from the mansion. Wanda expected that at the speeds he could achieve, he would be back in just a couple minutes.
During those two minutes she was far from alone. Their teammates might not have been family, and none of them mutants, but they were more than mere coworkers. The alliance wasn’t not as shaky as it had been at first, and to her surprise she’d found she cared somewhat about these people who risked their lives as both she and Pietro did. While spending Christmas with someone besides just Pietro was unusual, she felt there was a rightness to the change this year.
She didn’t let herself think that this could become an annual tradition, however. Everything had a habit of changing, sometimes as quickly as the blink of an eye.

She pauses a moment, eyes scanning to see if the device is recording, or if there will be any immediate reaction to her actions, but when nothing happens after a few moments, she touches her fingers to the button of her earpiece and speaks into both feeds.]
