Now, I have yet to see Epitaph pt. 1, so maybe I missed this, but what are the Butchers? I'm assuming that they're people affected by wipes, but why were they imprinted to be murderous gangs? Or did the tech not take to everyone the same, causing psychosis? I just thought that "plot to use technology to turn civilians

It became a tool of war. People were being remote wiped from space to turn them into murderers to kill everyone NOT infected by it.
