Yes, it's tradition to make a plan for the new year to do something you didn't achieve the previous year. People don't always keep them, but it's a nice idea.

It's usually reflected on, sometimes more elaborately than others. New Years celebrations are a sendoff of the past year and a welcoming of the new.

Actually mostly they're just an excuse to drink and stay up late and shoot fireworks, but in a perfect world...

The festivities do tend to be fun, but I think the spirit of the celebration itself is often lost amid the other things.
