I've never even been to the arctic, though... And I'm a cop, not a spy. This makes no sense.

A spy from an Inuit settlement, I would have to assume. Though why Eskimos would need spies, I'm not certain.

Inuit is a country? Or a people group? Most places need spies to stay informed.
