The living conditions are at poverty level at best, and you risk illness at the consumption of anything. They're not very health conscious. On top of that the monster count keeps expanding.
Their intentions to preserve our well-being is contradicted with their actions. [This was only a guess, but he was a little better at reading people.]
Yep, it's been that way though and we've manged. The scientists provide us with supplies, canned goods and other things to make more suitable foods or whatever we might need. They even sometimes fulfill requests but that's about all the good they do for us.
But they have saved us when they needed to. So they at least want us alive, but they leave us to take care of ourselves for the most part.
[ so Jack stared at this post for a minute trying to figure out a snarky retort, or something, but he's kind of miserable with all these bodies and he was planning on yelling at the scientists somehow but...you know...Ace just did it. for once, he actually doesn't have anything snarky to say.

[Luffy doesn't see Ace angry that often. And certainly not that pissed. He knows why Ace is pissed, he can understand it, and frankly, he's pissed, too. Scientists haven't done shit except for fucking with them.

{Luffy will notice that Ace is exceptionally warm to the touch. Go figure, when he's pissed he literally starts to boil a bit. The patting won't hurt Luffy though. Once that hand touches his shoulder he sort of deflates anyway. Had it been anyone else he might have flinched but... bros, he doesn't even have to look to realize it's Luffy.
