Can someone actually be pardoned for a capitol crime like that, especially when they're tied to the administration where the crimes took place?

I believe so. Iran-Contra was just as serious, and a little more far-reaching. Yet Bush I was able to issue Presidential Pardons.

I think they're on the level of an executive order, so he could probably issue them with little in the way of consequences.

Hmm. Interesting thought. Although I doubt Libby is critical enough to deserve a pardon.

If Rove gets indicted though, I'm sure he'll probably get one.

but isn't that what ALL the outgoing presidents do? It's tradition. Clinton did it too. I think maybe the outlaws in our government (and that would be most high-ranking officials in both parties) count on the pardons when they consider the repurcussions of their actions.
