Sabaku no Gaara was not a tactical genius on the level of Nara Shikamaru, but given enough time, he was more than capable of coming up with good plans. They might not make sense to anyone but Gaara, but they were good plans.
“It’s… a ramen stand.” Kankuro said slowly, watching his younger brother out of the corner of his eye.
“Yes,” Gaara agreed. “It’s a ramen stand. The owner is from Konoha.”
“I know. You paid him a lot of money to move here.” Kankuro hesitated. “The question is… why?”
Gaara just smiled, clasping his hands in front of him and looking very pleased with himself.
