The answer to that is easy. When it starts to affect us we will. We didn't give a damn about most of the world's terrorism on September 10, 2001.

Well, in the greater scheme of things, I believe it does already affect us just as terrorism affected us on September 10, 2001. We just haven't noticed its effect.
It's a shame that something has to be knocking on our front door for us to see it and feel compelled to do something about it. (But I do agree with your point--broadly.)
