Onions in large quantities are not so great for dogs, but plenty of dog biscuit recipes and even the ones sold in stores have a little onion in them. I've used a little onion powder in making dog biscuits.

Cooked onions and garlic do not have the dangers that raw onions and garlic have.

And onions are not poisonous; they can cause hemolytic anemia in large quantities.

The amount of onion in the soup mixes, and the treatment (cooking/drying/rehydrating etc) it's gone through would be nothing to worry about.
