As far as hair... you might want to find a barber shop where there are three or four (or more, it being Taiwan) guys sitting around waiting while another is in the chair. That is without doubt the best way of finding a guy who knows his business. You might also want to talk with somebody at the US embassy, and ask where they get their haircuts.
