Purple Counties Majesty

As mentioned on NPR, here is a link to a map that shows the proportion of Bush to Kerry voters by county. Redder counties are Bushier, bluer ones are Kerry country. Most are a pleasant purple:

What are the black areas? Did the Mi-Go seize everyone there, and place their brains in a cannister before flying them off on the winds of the ether to far Yuggoth?

Hehe, according to the maker of the map, those are areas that don't report the vote results by county, but by municipality.
