Okay, I'm no good at these kinda of things, but here it goes:

Anyone that was in the City Watch, or wants in on it, meet at the Northern Lights later this afternoon. You eat, you're paying for it and if you get too loud I'm not stopping 'Keep from using that bus sign on you.

I dunno how Hitsugaya was handling things, but I was thinking patrolling, training and response. You know, keeping on top of all the chaos around here. Ugh, I sound just like him.

A City Watch...I'm guessing this would be similar to a Neighborhood Watch only on a much larger scale.
