The ultimate scheme reminds me a little of the excellent late 1950s British film "The League of Gentlemen", though in the film the motive of the villains was purely financial rather than thrill-seeking.

That well-known movie could have been in mind when they were writing this episode. Heaven knows Steed and Emma tackled everything else in their day.
