Basically, with 2D animation, most of the time if you want really smooth animation you'd draw either 24 or 12 images for one second. This is because someone at some point proved that 12 images a second is about the least our eyes could watch before we notice it's flickering.
But! That's a whole lot of drawing! So sometimes we do it at less (but only if you wanna be sucky!) or you don't draw all 12 frames at once, you might draw it in larger stages first. So, when something is on twos, it means that there's one image every other image for the 24 slots. If it's on fours, it's every four, and if it's on eights, it's every eight...
