as of approximately 7:30 last night, The Most Wonderful Woman in the World and I changed. We are now respectively an Anunt and Uncle. My Brother in Law and his wife had a baby girl last night.

translated from hebrew litterally it means good luck. Mazel means luck and tov means good (hebrew like french and some other languages places adjectives after the noun they modify). In reality it's really an idiom and more along the lines of congratulations and best wishes for the future. That's why it's said primarily at milestones in a person's life. i.e. an engagement, wedding, or birth of a child.
