I really want to know more about the Watchers. They seem to me like they are kind of attack dogs for the Regents, but the fact that Valda is going to Theo could mean a couple of things.
A) It could mean nothing more than Valda is testing Theo's loyalty to the Regents above Mrs. F.
Or, B) It could be that while the Watchers "work" for the Regents they are a bit...uncontrollable. I cannot think of what they remind me of, but they are that sort of force who chooses to obey the will of another, while all the while the Regents know that if the Watchers ever changed loyalties, due to their power there would be nothing the Regents could do about.
That second one does fit with the unease they had in approaching McPherson. The Regents may be in power now but clearly it is a fairly tenuous position.
Eeeeh, I love this. I'm dying for more.
