I'm really surprised that they'd have the family with a puppy under a certain age rule apply to your neighbors. What if they move? What if you move? It's not *your* puppy. Do they expect you to not go to the dog park, either?
I think it's weird, and I hope it can be clarified. Maybe they misunderstood and thought the other puppy is in the same building/space?
I'm sorry, I hope it all works out well. And because so many people seem to say otherwise: there is nothing wrong with getting a pet from a responsible breeder. This just seems to be a breeder who is a touch over-responsible.
When we were looking for Tessa I had a breeder randomly back out on me, something about her business partner taking all the kittens. It was weird, but I found another breeder and ended up with the wonderment that is Tessa, so I'm sure everything will work out just as well for you. You'll end up with the puppy you're meant to have.
The more I think about it, the more I agree with you. Something isn't right here. As Drama King pointed out, suppose our neighbour didn't have a dog now, but got one in a few months? Would they take the puppy away?

I posted the WEIRD comment....I've met breeders and they can be uber weird..but really it's one of the stupidest excuses I've heard. I am thinking this person may not be the breeder for you....go with one of those SPCA pups linked here. they are cute and you can easily give them a new name.

that is one of the WEIRDEST excuses I have EVER heard in my LIFE. The Breeder should be pleased as punch that the pup will have a play mate of the same breed. I am STUNNED...really and truly stunned Ned. DK has GOT to talk some sense in to that weirdo...wow...stunned....I know from experience breeders can be really really strange people but ...wow...at a loss for words. CHAN

It's bizarre, right? Like you, I would have thought having another dog of the same breed would be a plus, not a negative. But I've never owned a dog, so what do I know?
I'm confident we'll find a good dog. But it may take longer than we thought.
I'm really curious as to what the breeder will say to Drama King. And I'm looking forward to meeting with my vet tomorrow. He always gives me excellent advice.
The risk with mixing new puppies and older dogs is that your puppy won't have yet had his full treatment of shots, which in NZ at least takes up to about 14 weeks (so probably about 6 weeks after you get her). New puppies shouldn't mix with older dogs as they might have kennel cough or something else. Canadian puppy vaccination systems might be different however, so check with your vet

In Canada, the vaccination schedule is a little quicker. Puppies generally receive their full course by twelve weeks here.
The odd thing is, we'd mentioned our neighbours' dog several times. I asked outright if we should keep the dogs separate until ours received her vaccines. I was told that as long as we knew the neighbours' dog was up-to-date with her shots, it was fine.
During our visit Saturday, they seemed very positive about the puppy socializing with another dog. Had they told us of their safety concerns, we could have assured them that the two dogs would always be supervised when playing together. But they didn't give us a chance. They just cut us off. Thus far, they haven't returned any of Drama King's phone calls.
That is weird. I think you should find out the reasoning behind this, at the very least. And definitely clarify the situation. Unless there are weird health reasons, or case histories of some sort of abuse relating to two puppies living side by side that they can give you, that sounds very unreasonable.
Drama King called twice yesterday, but so far no one has got back to him.

I still hope we can get clarification, but at this point I feel I neither can, nor want to salvage the association.

We'll speak with them and hopefully get some clarification, but I'm feeling this breeder isn't the way for us.
