Hay, Anneke here from DLand. I was listening to book 2 on audio CD and remembered you thing about Hagrid being expelled and yet still on campus. Thing was everything was covered up. The general population didn't know that Hagrid did anything wrong. They said the girl died due to a 'freak accident'. Hagrid wasn't sent to azkaban, and only a few people knew he did it. Figure he was 12 and it was easy to see it as a 'mistake' vs 'evil', and so was expelled but watched (by being kept at the school), by those who did know (the headmaster, dumbledore). The Minister of Magic knew but I don't know if he knew at the time. I suspect he was informed later, that there was a conversation when Hagrid was made 'game keeper'. I suspect that when Hagrid was made 'game keeper' it was during the rise of Voldemort, and so at that time it was Voldemort's word vs Hagrid's and since Hagrid had done nothing more in all those years, I can see them being more relaxed towards him.
