1) Climate in Sirocco is more like coastal New England. There are various places to teleport that might break the climate rules, but that is semi-backstory related!
2) Standard living area is an old hotel being refurbished a few blocks away from The Lab. A same-sex roommate system is in place because they're not done with the upper floors. Characters are obviously only given the card for one room, and requests to transfer to an empty room are more than likely going to be lost in construction/paperwork. Characters that want to switch out or move in with someone else is fine.
3) Yes! Anemoi can be stolen, although I'd say do this with player approval, since that could be a touchy issue. I'm thinking, though, that there should be punishments for doing so, a la the old apartment curses from Memento Eden.
4) ...that is a good question! I'll come back to this one when I've got something concrete.
1) Standard four seasons of Too Hot, Too Cold, Too Wet, and FUCKING POLLEN, got it.
2) What are the furnishings like/how fancy is the hotel?
3) Given that the setting lacks ME's inexplicably god-like NPCs, it'd be like... Anemoi attaches to a person and when taken away sans consent sets them on fire/turns them into a chocobo/gives them severe genital rash until returned? Are we talking standardized or personalized punishment?
2) Fairly spacious living room and bedroom, although the bedroom doesn't have much aside from an end table and two beds on opposite walls. Living room has a fold-out bed/couch with a TV mounted on the wall, half kitchen just outside the living room, bathroom connected to the bedroom with a shower/bath. As far as the rest of the hotel, it's been mostly converted into an apartment with a bar/restaurant on the first floor. Also an exercise room and a bitchin' indoor/outdoor pool because I said it can have one dammit.
3) It'd be more that the anemoi can be stolen and redeemed for memories, but with the memory comes a personalized punishment.
5) I don't follow? I can't think of any laws that you wouldn't expect in a city this day and age?
6) I assume you mean before all the canon stuff overwhelms it? North Atlantic coastline, which means deer, moose, maybe some bears for nostalgia... can't say I ever gave the plantlife much thought.
Not sure I'm following the question. Mods will get the setting and plot started, but as far as actually following through with plot, that will be almost entirely player driven. Shaping the setting, far as I'm understanding, will also be almost entirely player driven, maybe the mods throwing a few bits here and there as prompts.
2) No, the employers pay you in anemoi, not cash. Regular NPCs do have them just lying around, but they know they're worth something to new arrivals. If you've got a job in the city, you're not going out exploring, but you're still being paid in memories, essentially. Whereas those going out find anemoi and potentially a whole bunch of other cool stuff!
My main question is whether or not people that come have their physical form changed to a human's while they are there or if they keep their normal forms. (That actually would help decide who I'm reserving at this game.)
1) No formchanging. You app an alien, you come in as an alien. 2) Anything that was on their person, within reason. Apping from an RPG doesn't mean you get to bring their hammerspace inventory. As for items that aren't covered under that, there will be ample opportunities to bring small things in via events and other shenanigans.

5) Speaking of which, what are the city laws?
6) And what's the wildlife/plantlife like?

8-10 per what time period? Or am I misreading this?

How much hand would the mods have in the setting/plot (such as the latter exists), and how much would be purely player driven?
