The hardships of being in employment, eh? I have no work and an extra day to feed myself, heat my house etc this month. (Clearly leap days should be in the middle of summer - like in the so-called International Fixed Calendar.)
Anyway, it's a lot less than 5/7th of an unpaid day because a working life isn't 400 years, it's more like 50. You can only hit 8 or 9 weekday leap days in any 50 years (8 in the first 50 years of this century) so that's only 8/50 or 9/50 of an unpaid day on average.
Also, you are of course free to negotiate with your employer to get extra pay on leap years that have the leap day as a weekday! There's no law that says that salaries have to ignore leap days. Nor, as far as I know, to say that taxes have to ignore them too - wouldn't it be fairer to pay an extra 1/365th of council tax, VED and TV license in leap years?
